Experience

COGINOVA INSTITUTE is a European non-profit research and education organization founded by legal experts with extensive specialized knowledge. Our mission is to use legal and analytical tools for the public good—by promoting equal access to education and justice, and by supporting initiatives with a strong social impact.

We were founded by experts in the fields of law and public policy. We are united by the belief that sustainable and democratic social transformation requires systems thinking, cross-sectoral dialogue, and ethical leadership.

Our main areas of activity are:

  • Research and Education: We analyze public policies, support social innovation, and develop programs that build legal and civic awareness.
  • International Partnerships: We are an active partner in EU-funded projects.

Within project consortia, we contribute our key expertise in Regulatory & Ethics.

We effectively support initiatives promoting participatory governance, access to justice, and social innovation by bridging the worlds of policy, research, and practice.

Rooted in civic values and inspired by the figure of Mr. Cogito, we build bridges between critical reflection and action that drives systemic change.

Partnerships in
EU Projects

We leverage our legal expertise to conduct independent research at the intersection of law, society, and new technologies (including AI). We develop analytical frameworks and reports to support access to justice and shape public policy for the common good.

We view education as a tool for social change. We design and implement programs that build legal and civic awareness. We work to promote equal opportunities by supporting educational initiatives (vocational education and training, adult education) that bring about lasting improvements for disadvantaged groups.

We strengthen consortia with our expertise. As lawyers, we naturally take on the role of Work Package Leader in the area of Regulatory & Ethics. We ensure that international technological and social innovations (e.g., in Horizon Europe or CERV) are developed in compliance with the highest legal and ethical standards.

COGINOVA Institute is an independent, non-profit foundation established by legal experts united by a shared vision: to build a more democratic, informed, and just society.

As a registered research organization, we do not carry out projects for profit. We act as a substantive partner and provide expert support for European research and innovation initiatives. We believe that sustainable and democratic change requires systems thinking, cross-sectoral dialogue, and ethical leadership.

Given our research focus and legal background, we are a natural and preferred partner in European programs such as CERV, Horizon Europe, Digital Europe, and Erasmus+.

As a Work Package Leader, we specialize in the area of Regulatory & Ethics:

Ethics in Innovation: We ensure an Ethics by Design approach in research on new technologies and digital/green transformation.

Legal certainty: We relieve the consortium of the burden of regulatory compliance with EU law (including the GDPR and the AI Act).

Social evaluation: We measure the real impact of social innovations on citizens and the environment.

By joining your project, we not only provide the documentation required by the European Commission, but above all, we bring an independent, expert perspective that enhances the quality and safety of the entire project.

Our Approach

We don’t lead with a track record. We lead with principles.

At COGINOVA Institute, we focus on how we work: with care, clarity, and an unwavering commitment to public value. We join projects not to showcase ourselves, but to strengthen collaboration, amplify underrepresented voices, and ensure legal and ethical coherence.

Our interdisciplinary team of legal, policy, and civic innovation professionals elevates every project by applying:

  • Systems Thinking: Connecting the dots across law, society, and technology to address complex challenges.

  • Inclusive Design: Ensuring solutions are democratic, accessible, and amplify marginalized voices.

  • Rights-Based Reasoning: Grounding every initiative in solid ethical frameworks and fundamental rights.
